Project Description:

The Capital Regional District (CRD) seeks a provider of Electric Vehicle Charging Equipment Supply (EVCES) and supporting services to support expansion of its public and fleet electric vehicle charging networks. In 2024-2028 the CRD forecasts it will install 150-200 Level 2 chargers for public and fleet needs. The CRD also expects to install EVCES of multiple types to support fleet charging during this period.

The CRD is looking for a Vendor that provides supply, delivery and support services (i.e. technical/customer support, network services, software interface and data reporting) for a range of EVCES to support the growth of its public and fleet charging networks, primarily consisting of Level 2 chargers with optional considerations for DCFC chargers where applicable for medium-duty fleet purposes. The Vendor will be responsible for the supply, commission, management of the online platform and support services to support operability of the devices.

The CRD estimates it will install 40-50 non-load managed or optionally load managed Level 2 chargers suitable for public, fleet and/or workplace charging per year. The bulk of chargers will be mounted on pedestals or poles, with some wall mounted.

The CRD understands the potential for Direct Current Fast Charging (DCFC) stations to support fleet needs. Single phase DCFC stations of 19.5 kW (i.e. “destination DCFC”) or higher and/or with integrated battery support may be considered for medium and heavy-duty fleet applications. Proponents may provide (optional) information regarding relevant technologies to support this need in addition to Level 2 EVCES models.

Open Charge Alliance Certification is preferred to increase resiliency of the network, and the CRD will consider submissions that include equipment and software combinations where applicable.
