 REQUEST FOR QUALIFICATIONS   

ARCHAEOLOGY SERVICES
AND/OR HERITAGE INSPECTION SERVICES

INTRODUCTION
The Capital Regional District (CRD) has a variety of projects that require Archaeological and/or Heritage Inspection Services as stipulated by the Archaeology Branch of the Province of BC. The CRD is requesting proposals from qualified proponents to provide Archaeological Services, as and when required on a standing offer basis, for a 36 month period, including the application for and administering of, a Heritage Inspection Blanket Permit. Qualified proponents will be placed on a standing offer list.

This is a pre-qualification for placement on a standing offer list. It is not a Tender.

CLOSING TIME AND DATE FOR SUBMISSION

The CRD will accept three (3) copies of each proposal, in accordance with the instructions herein, at the following location:

On or before the following date and time (the “Closing Time”):

The CRD reserves the right to extend the Closing Time at its sole discretion. Proposal received after the Closing Time will not be accepted or considered. Delays caused by any delivery, courier, or mail service will not be grounds for an extension of closing time. Proposals received late will be returned unopened.

Proposals must not be sent by fax or electronically. Amendments may be made in writing only by an authorized signatory and delivery must be made before the Closing Time. Amendments may be sent by fax. Consultant bears all risk that CRD’s fax equipment functions property so to facilitate the timely delivery of fax amendments. They must be sent to the fax number listed above.

All inquiries related to this RFQ, including whether or not the Standing Offer Agreement has been awarded, should be directed in writing to the person named below (the “CRD Representative”). Information obtained from any person or source other than the CRD Representative may not be relied on:

Inquiries should be made no less than five (5) days prior to Closing Time. The CRD reserves the right not to respond to inquiries made less than five (5) days prior to Closing Time. Inquiries and responses will be recorded and may be distributed to all Consultants at the discretion of the CRD.

Proponents finding discrepancies or omissions in the Standing Offer Agreement or RFQ, or having doubts as to the meaning or intent of any provision, should immediately notify the CRD Representative. It the CRD determines that an amendment is required to this RFQ, the CRD Representative will issue a written addendum to the Proponents. No oral conversation will affect or modify the terms of this RFQ or may be relied on by any Proponents.
