LIFE - Leisure Involvement for Everyone
Panorama Recreation is pleased to offer the LIFE Program, a regional initiative supported by the Greater Victoria Active Communities to provide no cost and low-cost recreation opportunities for individuals and families on limited incomes.
Who Is Eligible?
Individuals and families whose combined gross household income falls at or below the low-income thresholds determined annually. Thresholds are relative to household size, and based on Statistics Canada's Low-Income thresholds, with an additional 5% added to account for regional cost of living. To qualify for the 2025 LIFE Program, gross income must be at or below the below noted thresholds.
Residents of Central Saanich, North Saanich, Sidney and the four W̱SÁNEĆ Communities of BOḰEĆEN (Pauquachin), SȾÁUTW̱ (Tsawout), W̱JOȽEȽP (Tsartlip), and W̱SIKEM (Tseycum) First Nations may apply through Panorama Recreation Centre. If living outside of this municipality, please apply through your local centre. Post-secondary students are not eligible.

Membership Options
Option A: Drop-Ins and Program Subsidy
- 2 year Unlimited Drop-In visits at Panorama Recreation and Program Subsidy $150.00/adult, $250/child 0-18yrs. 52 FREE drop in visits at other regional centres/year.
- Unlimited Drop-In Sessions at Panorama + 52 Free Admissions to Drop-In Sessions at any Greater Victoria Recreation Centre (West Shore, Saanich, City of Victoria, Oak Bay, Esquimalt and SEAPARC Recreation Centres)
- Subsidy allocation of $250 for 0-18yrs, $150 for 19yrs+. Subsidy will be applied to your account on line and can be used for program registrations (up to $50/program).
Option B: Regional Annual Pass Discount – 50% OFF (valid one year from purchase)
- Receive this $552 pass for $276 ($23/month, 12-month term payment plan available).
- Unlimited access to drop-in programs at Panorama, West Shore, Saanich, City of Victoria, OakBay, Esquimalt and SEAPARC Recreation Centres
How Does the LIFE Membership Work?
52 Visit Drop-In Pass & Program Subsidy
If you are exclusively using your 2yr unlimited visit pass at Panorama Recreation, after approval your account will be loaded with the LIFE Pass for easy scanning at the turnstiles at Panorama or Greenglade Community Centre reception.
To use your 52 visits/yr at other participating recreation centres across Greater Victoria you will be provided a card with a photo and sticker affixed with 52 visits. This card will need to be presented each time you visit a participating centre and each visit will be checked-off. You will need a new sticker added to your card for your second year.
Your pass must be scanned each time dropping in at Panorama Recreation or Greenglade Community centre. Your pass must be presented and a visit marked off at all other participating centres.
Program subsidy amounts are $250 for 18yrs and under and $150 for 19yrs and older. The subsidy will be applied to your account online and can be used for program registrations at Panorama Recreation (up to $50/program).
What Else Do I Need To Know?

- Child: 0-12 years (Children under 7 must be accompanied by an adult at all times when at the pool).
- Teen: 13-18 years (Weight room participants must be at least 15 years of age or 13 years+ with completion of Panorama’s Weight Training for Teens program).
- Adult: 19 years+
- One pass will be issued for each household member. The applicable LIFE membership must be presented at time of drop-in admission.
- Passes are not transferable and have no cash or credit value.
- A $10.50 fee will be charged for replacement of a lost pass.
- Participants must have their picture taken for their LIFE card.
