INVITATION TO QUOTE

 The Capital Regional District Integrated Water Services (CRD) invites quotes from qualified bidders for a log sale of approximately 400m3 of logs recovered from danger tree removal projects and storm debris clean-up throughout the Greater Victoria Water Supply Area.

Sealed bids should be clearly marked “ITQ 2025-004, Sale of Logs and Firewood , Attention: Shari McCreesh, Purchaser”.

CLOSING DATE AND TIME

Quotes will be received via email to PurchasingIWS@crd.bc.ca or delivered to 479 Island Highway, Victoria, BC V9B 1H7, until 2:00:00 pm, PST, February 11, 2025. Quotes received after the closing will not be accepted or considered. Delays caused by any delivery, courier, e-mail, or mail service(s) will not be grounds for an extension of the closing time. Proposals received after the closing time will be returned unopened to the Proponent.

The Quote Forms are contained in this document and inquiries can be made by contacting Shari McCreesh, Purchaser, prior to 3:00 p.m. on February 4, 2025.

NON-MANDATORY VIEWING OF WORK SITE

A non-mandatory viewing of the decked logs and firewood logs will be held January 28, 2025 at 9:00am at the Watershed Protection Field Operations Centre located in the Goldstream area at 3051 Niagara Main off the end of Sooke Road. Please register for the opportunity by emailing Steve Curnow, RPF, Manager Watershed Operations at scurnow@crd.bc.ca at least 24 hours prior.

INFORMATION FOR BIDDERS

Quotes must be submitted on the following forms which are provided in this Invitation to Quote:

a) Bid Form

b) Schedule of Quantities and Prices

c) Acknowledgement of Addendum (if any) via signed copy of addendum(s)

d) Review the pro forma contract and indicate areas of concern or requests for changes. Note that the contract is pro-forma only and is not required to be filled out and submitted by the bidders.

The Owner reserves the right to clarify any submission. At CRD’s option, a failure to include a mandatory form noted above does not render a quotation incapable of acceptance. This is not a tender, but a call for non-binding quotations.

The lowest or any quotation will not necessarily be accepted.

If the CRD determines that an amendment is required to this ITQ, the CRD will issue a written addendum and it will be posted to BC Bid and CRD websites. The addendum(s) will be incorporated into and become a part of this ITQ. Failure to acknowledge and address all addenda in a quotation may render the Quote invalid. It is the sole responsibility of the Respondents to check BC Bid or the CRD websites for addendum(s) prior to submittal.

Description of the Work

The Capital Regional District (CRD) falls danger trees and cleans up trees downed in storms and along road rights-of-way and other facilities. The wood consists of a range of species and grades including sawlogs, small peeler logs and firewood. It is estimated that approximately 400m3 of wood will be felled and decked annually through this process.

Decked wood will be located at roadside throughout the Sooke, Goldstream and Leech Water Supply Areas. Decked wood will be loaded out by the Purchaser and scaled by the Purchaser at a designated scale site.

The Purchaser will be expected to remove all logs made available for sale during the term of the Agreement, unless otherwise determined by the CRD.

The Purchaser is not subject to stumpage payable to the Province.

All logs are non-exportable.

The CRD does not guarantee a minimum or maximum amount of logs and the CRD retains the right to dispose of logs to others or to be left onsite for other purposes.
