Description
Existing Townhouse Complex and Proposed Redevelopment
Campus View is an existing 12-unit Capital Region Housing Corporation (CRHC) townhouse complex, located in the Gordon Head neighbourhood of Saanich. The proposed redevelopment would see the number of units on site increase from 12 to approximately 119 units of affordable housing. The conceptual budget for the Campus View project is $52 million.

Project Updates
January 31, 2024: CRHC's Rezoning and Development Permit Application for the Campus View proposal is sent to a February 13, 2024 Public Hearing at Saanich Municipal Hall. More details here.
July 27, 2023: CRHC and its consultants resubmitted response and drawings to the District of Saanich following the Advisory Design Panel's review and recommendation.
May 15, 2023: CRHC and its consultants responded to the District of Saanich staff’s second round of comments and resubmitted the Development Permit and Rezoning drawings to the Municipality.
January 10 2023: CRHC sent a letter to the tenants to keep them informed of the updates and next key steps in the redevelopment process.
September 9, 2022: CRHC updated architectural, civil and landscape drawings for the Campus View redevelopment in response to comments from the District of Saanich Planning, Engineering, Transportation and Parks departments.
July 29, 2022: CRHC received a $25,000 grant through the Green Municipal Fund's Sustainable Affordable Housing Initiative. The grant will support CRHC undertaking preliminary analysis of energy efficient design objectives, undertake energy modelling and provide design guidance on approaches that will meet high energy efficient targets to work towards a net zero energy ready building.
April 12, 2022: The Rezoning and Development Permit was submitted to the District of Saanich
March 2, 2022: The CRHC held a Neighbourhood Information Meeting and invited tenants and community members to hear a refined project overview and proposed designs ahead of the rezoning and development permit application to the District of Saanich.
December 8, 2021: CRHC board approved the Major Capital Plan and authorized staff to submit grant funding applications and receive grant funding for up to four CRHC Redevelopment projects, including Campus View, through Canada Mortgage and Housing Corporation, BC Housing Management Commission, Federation of Canadian Municipalities and other funding programs as necessary and as they become available.
November 17, 2021: The CRHC held a community engagement session and invited tenants to hear status updates and see preliminary design ideas related to the redevelopment of Campus View.
