The primary purpose of the Transportation Service Design and Feasibility Study (Study) is to recommend how a Regional Transportation Service would be created, staffed, governed and funded. The Study will review the findings and recommendations of previous reports and plans on regional transportation governance while incorporating leading practice and learned experience. A key component of the Study relates to financial implications on other divisions of proposed consolidation. As such, there is a requirement for an exceptionally strong financial skill set from the consultants.
The main deliverable is a regional transportation governance, operating and funding model that meets the specific needs of the region.
The consultant(s) must have proven experience in effective service design and the development of best-in-class governance, operating, service and financial models.
