CAPITAL REGIONAL DISTRICT
MARIGOLD AND CURRIE ELECTRICAL AND BUILDING UPGRADES
CONTRACT 2022-849
INVITATION TO TENDER
Sealed Tenders, plainly marked on the envelope "TENDER FOR MARIGOLD AND CURRIE ELECTRICAL AND BUILDING UPGRADES, CONTRACT 2022-849" will be received by Shari McCreesh, Purchaser, Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway, Victoria, British Columbia, V9B 1H7 up to 2:00 pm local time on June 20, 2023, at which time they will be opened in private,
The works to be constructed under this Contract generally include, but is not limited to, the following:
Electrical and Building Upgrades at two (2) locations, works vary slightly between these two facilities; two separate drawing packages are provided with one common specifications package:
Part A – MARIGOLD PUMP STATION
The Marigold Pump Station is located at 901 Marigold Road, Victoria BC. A summary of the work includes:
- Replacement of the primary service transformer with a BCH Secondary Service.
- Replacement of entire 480V distribution with a 600V distribution. This includes Service Entry Distribution, all conductors, system distribution, transformers, rewinding/replacement of site 480Vac motors to 600Vac, replacement of 480Vac valve actuators with 600Vac actuators, and step-up transformers to connect ‘to remain’ 480V generators with new site distribution (including conductors, tray structure and ATS).
- Replacement of entire site control system with three (3) PLC systems to maintain operation of the facility. This includes communication equipment and networking between the equipment.
- Site grading and repaving at the main entrance and in front of the electrical building (following service upgrade).
- Structural/Architectural Services.
- PLC, HMI, and SCADA programming to fully automate the site and in keeping with CRD standards.
- Testing and Commissioning of the system.
- Maintain operation of at least one side of the station at all times during upgrades.
- DOES NOT INCLUDE: Generator Building, Marigold Valve Chamber (less power transformer located in the main building), Storage Tanks (less controls upgrades and re-commissioning of equipment).
- Provision Pricing to Replace MCC 3 and associated equipment.
- Pricing to either replace or rewind the site motors from 480V to 600V.
Part B – CURRIE PUMP STATION
The Currie (Major) Pump Station is located at 2425 Currie Road, Victoria BC. A summary of the work includes:
- Replacement of entire site control system with one (1) PLC system at the CURRIE MAJOR to maintain operation of the facility IO (including Currie Major and Currie Minor). This include communication equipment and networking between the equipment.
- Structural/Architectural Services.
- PLC, HMI, and SCADA programming to fully automate the site and in keeping with CRD standards.
- Testing and Commissioning of the system.
- Maintain operation of at least two (2) Currie Major discharge pumps at all times during upgrades.
- Maintain operation of at least two (2) Currie Minor discharge pumps at all times during upgrades.
Proponents may be awarded follow-on work without a competition.

Vendors are encouraged to check the CRD Website and BC Bid regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to interruptions.
The lowest or any tender will not necessarily be accepted.
A mandatory pre-tender site meeting will be held at 10:00 am on Wednesday May 17, 2023 at Marigold Pump Station, and at 1:00 pm on Wednesday May 17, 2023 at Currie (Major) Pump Station. Tenderers are recommended to visit the site to ensure that they have satisfied themselves of everything and of every condition that could affect the execution of the work. Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.
