Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide the packing, shipping and delivery of 100 m3 of MBBR Media for Mcloughlin Point Wastewater Treatment Plant for a one time purchase at an estimated value of $120,000 USD.

In accordance with applicable trade agreements, the CRD has chosen not to proceed with a competitive process for the following reason:

  • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
  1. to ensure compatibility with existing products/systems
  2. to ensure process requirements are met to continue to meet effluent quality

The media as supplied by Suez is proprietary in nature and is currently in use at the newly commissioned Mcloughin Point Wastewater Treatment Plant. The CRD needs to top up the existing media in its tanks to continue its operations.  Due to the long lead time, the requirement to have the same product as is already in the tank, and the proprietary nature of the product, the CRD will purchase from Suez Treatment Solutions.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Alexandria Zayonc, by email to azayonc@crd.bc.ca before 1:00pm Pacific Time, March 19th, 2021 and the CRD will review any and all issues received by this date and provide due consideration to each objection.
