The Core Area Wastewater Treatment Project forecast of total cost upon completion is $775 million. This includes $5.3 million in program reserve funds to be used solely for future capital investment in the core area wastewater service.
The Capital Regional District (CRD) received funding from the Government of Canada and the Government of British Columbia totaling $454 million and entered into a $23 million loan and grant agreement through the Federation of Canadian Municipalities Green Municipal Fund.
The remaining portion is funded through requisition and long-term borrowing. The CRD bills each municipality for their share of the total annual debt, operating and maintenance costs. Individual municipalities determine on what basis the cost will be apportioned. Possible approaches may be based on property assessment, water usage, occupancy levels or a blend of these options.
