Purpose

Through this Request for Expressions of Interest (RFEOI), the Capital Regional District (CRD) and the City of Victoria (the City) invite submissions from companies and individuals (Respondents) with the experience, expertise and capacity to develop a Regional Disaster Debris Framework (Framework) on behalf of the CRD and a municipal Disaster Debris Mitigation and Response Plan for the City.

 The information from this joint RFEOI will be used to create a Request for Proposals (RFP). The RFP will allow the CRD and the City to enter into individual contracts with selected Proponents.

 This request relates solely to the development of a CRD framework and the City’s development of a disaster debris management plan. Participation in this RFEOI will not restrict respondents from participating in other CRD or the City’s procurements.

Background

The CRD governs 13 municipalities and three electoral areas located on the southern end of Vancouver Island. Hartland Landfill is the only solid waste disposal site in the capital region. This region is at risk of natural and human induced hazards, some of which include but are not limited to tsunamis, liquefaction, earthquakes, severe weather, structural fires and epidemics. Significant quantities of debris from any of these events may result, and have the potential to, overwhelm the current municipal solid waste and recycling services and programs.

 

Under the Provincial Emergency Program Act, provincial ministries and local governments are required to develop and maintain emergency plans. The BC Emergency Management System provides guidance for local authorities to respond to emergencies in accordance with the BC Emergency Program Act and Canada Emergency Management Act.

 

In addition to the provincial requirements, the CRD’s Solid Waste Management Plan (Strategy 6E) is committed to continuing and enhancing policy development by investigating options for managing debris from extreme weather. The City has also identified Disaster Debris Planning as part of their Zero Waste Plan and is committed to developing a plan with a regional partner.
