Commission
The Sooke and Electoral Area Parks and Recreation Commission (SEAPARC) provides recreational opportunities for the public through development, provision and operation of the recreational facilities, programs and activities. SEAPARC is a partnership of the municipality of Sooke and western communities in the Juan de Fuca Electoral Area (Port Renfrew, Otter Point, Shirley, Jordan River and East Sooke). The commission serves the residents of these areas.
The commission is comprised of elected and appointed representation from the communities of Port Renfrew, Otter Point, Shirley, East Sooke, and Sooke. Elected representatives include the Juan de Fuca Electoral Area Director and a Sooke Municipality Director. One council member and two community members are appointed by the District of Sooke and one community member is appointed by the CRD Board as nominated by the Juan de Fuca Electoral Area Director. There is also one youth member who is registered in the secondary school program of Sooke School District 62 and a resident of Juan de Fuca Electoral Area or the District of Sooke.
Administration
The commission oversees an administrator and staff, who are CRD employees. The commission also prepares an annual budget and makes recommendations on operating policy, regulations and fees to the CRD board.
Funding
The SEAPARC approved budget is formalized through an annual CRD tax requisition on behalf of the Sooke and Juan de Fuca Electoral Area residents. These municipal partners invest in recreation for the individual and community health, economic impact and employment they provide.
