Bylaw Compliance and Enforcement

The Capital Regional District (CRD) is responsible for providing bylaw services for three types of regulatory bylaws.  These include bylaws outlining fees and charges bylaws outlining regulations that may be enforced through ticketing or other measures.

Electoral Area bylaws

Each electoral area within the region (Juan de Fuca, Salt Spring Island & Southern Gulf Islands) have bylaws in place to manage noise, unsightly premises and other topics of concern for residents.

The Islands Trust is responsible for Zoning, Land Use Bylaws and decisions for the Southern Gulf Islands and Salt Spring Island electoral areas.

Service Use & Regulations

The CRD also has bylaws regulating use of CRD services. Some of these are regional and others are sub-regional, which means they only apply to municipalities and electoral areas that participate in the service. 

Public Health bylaws

The CRD has the exclusive authority under its Health Letters Patent powers and the Local Government Act to enact and enforce public health bylaws governing activities within the entire region. Staff work closely with Island Health, municipal partners and community stakeholder groups to ensure effective implementation of these bylaws.
